It is for a 12.5" diameter tumba drum. The tumba is the larger of the 3 conga drum sizes. The other 2 being a conga and a quinto but collectively known as "conga" drums or tumbadoras.  This is a synthetic head which is tucked and ready for a hoop. It's made from very tough Mylar which gives a warm sound but with ample resonance. This head will last a long, long time with normal use and will not be affected by humidity changes like rawhide.  The head has been out on the showroom floor and has light marks from people touching it.
